Last April, Chairman Jia Qinglin made a comment on the "Report on the Important Achievements in Promoting the Construction of Hainan International Tourism Island" submitted by the Population, Resources and Environment Committee, requiring to continue promoting the implementation of all suggestions for the construction of Hainan International Tourism Island. On March 3 last year, at the opening meeting of the second session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), Jia Qinglin mentioned the construction of Hainan International Tourism Island in his work report. On March 9, at the fourth plenary meeting of the conference, Zhang Weiqing, director of the Population, Resources and Environment Committee of the National CPPCC, made a speech titled "Accelerating the Steps of Reform and Opening-up, Promoting the Construction of Hainan International Tourism Island" on behalf of the Population, Resources and Environment Committee.
On the afternoon of March 3, at the opening meeting of the third session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), Chairman Jia Qinglin of the National CPPCC delivered a work report on behalf of the Standing Committee of the 11th National Committee of the CPPCC. The report pointed out that the construction of Hainan International Tourism Island has been elevated to a national strategy.
The report summarized the work of the National Committee of the CPPCC over the past year, focusing on actively responding to the impact of the international financial crisis and making efforts to maintain stable and rapid economic development. In elaborating on the in-depth research and consultation conducted by the National Committee of the CPPCC on major issues in economic development, it said: "In conjunction with relevant ministries and commissions, we carried out in-depth research, consultations, and arguments, playing an important role in promoting the elevation of the construction of Hainan International Tourism Island, Liaoning Coastal Economic Belt, Changji Tu Development and Opening-up Pilot Area, and Poyang Lake Ecological Economic Zone to national strategies."
The process of elevating the construction of Hainan International Tourism Island to a national strategy embodies the wisdom and hard work of the members of the National CPPCC and the provincial CPPCC. Under the active lobbying and coordination of the provincial CPPCC, in September 2008, the National CPPCC organized a special inspection team to conduct a series of surveys in Hainan Province on the strategic topic of building Hainan into an international tourism island, forming the "Research Report on the Construction of Hainan International Tourism Island."
Once again, the highest-level grand gathering of the National CPPCC focused on Hainan. The nine words "Construction of Hainan International Tourism Island" reappeared in the work report of the Standing Committee of the National CPPCC. The construction of Hainan International Tourism Island has become a national strategy.
