Xinhua News Agency, Changsha, December 6th (reported by Jian Tan) - Since the launch of the third phase of activities to study and practice the scientific development concept, Hunan Province has organically combined the conduct of learning and practical activities with strengthening the service and management of mobile Party members. By prioritizing services, improving management, innovating methods, and building platforms, it ensures that Party members remain connected despite their mobility, have a sense of belonging, continue their education, and contribute actively.

Hunan is a populous province and also one of the largest labor-exporting provinces in China, with 1.812 million mobile Party members. In response to the reality that many "pocket" Party members and hidden Party members exist among the mobile Party members, various places in Hunan have attracted mobile Party members through methods such as station-based guidance, screening for Party members, and solving difficulties to unite Party members, ensuring that Party members do not lose connection even when they are mobile. It is understood that in the past three months, the various levels of Party member service institutions in Hunan Province have newly registered 25,336 mobile Party members and found 8,926 "pocket" Party members. During the learning and practice activities, all localities and units actively carried out "warm-hearted" and "love-dedication" activities, providing employment information and conducting skill training for mobile Party members, making them feel the care of "being away from home but not leaving the Party."

In order to ensure that Party members have a sense of belonging while being mobile, Hunan Province took the opportunity of the learning and practice activities to strengthen the construction of Party organizations in non-public economic entities and new social organizations. Following the principle of "geographical proximity and similar industries," various places in Hunan established Party organizations through joint construction by enterprises, unified construction by industries, or regional co-construction. Some places established Party organizations in newly built residential areas, business buildings, commercial markets, and project sites. Other counties and districts set up external mobile Party organizations in areas with dense outflow of Party members and established mobile Party member organizations in areas with dense inflow of Party members. In the past three months, Hunan Province has newly established 1,503 grassroots Party organizations, including 807 Party organizations in non-public economic entities and 126 Party organizations in new social organizations.

In response to the actual situation where work-study conflicts are relatively prominent among mobile Party members and some Party members have low educational levels, various places in Hunan adopted small-scale, flexible, and diverse assistance mechanisms for learning. Branch committee members and Party members with higher theoretical levels paired up in "one-to-one" or "many-to-one" ways to provide face-to-face tutoring for mobile Party members. The Xianghu Subdistrict of Furong District in Changsha City relied on the "Satisfied Community EMU" platform to establish a mobile Party member learning liaison group, pairing up with 230 mobile Party members for learning. At Hunan Ai Hua Technology Group, mid-level and above Party cadres paired up with mobile Party members for learning, and the company provided each mobile Party member with a monthly subsidy of 100 yuan for learning materials. Counties and cities like Xiangtan, Jishou, and Qidong compiled knowledge about the scientific development concept into easily understandable "comprehension cards" and "pocket books," delivering them to mobile Party members. Some large construction site-dense streets and industrial parks specially established service stations for migrant worker Party members, launched "big bus" mobile libraries for Party members, and conducted "floating" activities of the Party's theories and Party-building reading materials, delivering the spirit of the Fourth Plenary Session of the 17th CPC Central Committee and popular science books on the scientific development concept to construction sites, truly enabling mobile Party members to achieve "learning while moving."

Hunan also paid special attention to building platforms for mobile Party members to participate in activities, serve society, and develop entrepreneurship, ensuring that mobile Party members "contribute while moving." All localities in the province generally carried out a series of theme practice activities among mobile Party members, such as "I contribute to my second hometown" and "I offer suggestions for enterprise development." The Organization Department of the Hunan Provincial Party Committee conducted an evaluation and commendation activity for "Outstanding Entrepreneurial Migrant Worker Party Members," and various places correspondingly conducted selection and commendation activities for "Outstanding Mobile Party Members." Mobile Party members in various places made the loud commitment of "I am a Party member, serving you," actively doing good deeds for the masses. Currently, among the 1.812 million mobile Party members in the entire province, 260,000 mobile Party members have registered as volunteer Party members, conducting more than 80,000 types of people-serving activities.
