[Voiceover]: The fifth session of the Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) has been established for five years. During this time, a total of 1883 proposals have been submitted. These proposals have widely collected the opinions and suggestions of the people, concentrating on the wishes and voices of all sectors of society. After being resolved by the responsible units, these issues have also paved the way for the development of our city's economy and society.

[Voiceover]: Chengxi Xihuan Road is one of the main traffic arteries in our city with a large volume of vehicles. However, there used to be a section about 1 kilometer long on Xihuan Road where the road was uneven and without streetlights, forcing the public to walk in the dark.

[Voiceover]: In addition to the citizens who often walk here, there is another person who is paying attention to the issue of the "dark zone" here - Yang Yongkui, a member of the Municipal CPPCC.

[Concurrent Sound]: Member of the Yancheng Municipal CPPCC, Yang Yongkui: With the development of the city, the role of Xihuan Road has become increasingly important, and this situation must be resolved.

[Voiceover]: After understanding the situation, Yang Yongkui submitted a proposal titled "Proposal to Quickly Resolve the Issue of the Dark Zone on Xihuan Road" to the Proposal Committee of the Yancheng Municipal CPPCC. This proposal attracted the attention of relevant departments, and the problem was soon resolved.

[Concurrent Sound]: Member of the Yancheng Municipal CPPCC, Yang Yongkui: Now it is different from what I saw before. The road is smooth, the disorderly stalls are gone, and according to the current progress of the project, the streetlight issue will also be resolved soon.

[Voiceover]: There are 489 CPPCC members like Yang Yongkui in our city. They are scattered in different fields of our city, but reflecting the voices of the masses and helping them solve difficulties encountered is their common wish.

[Concurrent Sound]: Member of the Yancheng Municipal CPPCC, Yang Yongkui: We CPPCC members are the bridge of communication between the government and the people. We need to reflect the problems and difficulties that appear in the lives of the masses.

[Voiceover]: The proposals submitted by our city's CPPCC members involve various aspects of urban development such as economic construction, science, education, culture, and health, providing important decision-making references for the work of the municipal party committee and government. Since 2006, from central to local levels, policies have successively made demands on agricultural insurance work, but our city had not yet introduced relevant policies in this area. CPPCC member Chen Weidong proposed a proposal titled "Proposal to Quickly Establish Policy-based Agricultural Insurance," which received high attention from the municipal party committee and government. In August this year, our city officially launched a pilot program for policy-based agricultural insurance.

[Concurrent Sound]: Director of the Economic Management Station of the Municipal Party Committee's Rural Work Office, Sun Huobao: So far, we have successively issued 5 types of insurance including rice, cotton, and breeding sows. This year, a total of 255,500 households in our city have benefited, with a total compensation amounting to 22.09 million yuan.

[Voiceover]: According to statistics since the fifth session of the CPPCC, our city's CPPCC has received a total of 1883 proposals, including 853 in the economic aspect, accounting for 46.8% of the total number of proposals, and 435 in the livelihood aspect, accounting for 23.9% of the total number of proposals. So, how many of these proposals, after being put forward by CPPCC members, have been resolved?

[Concurrent Sound]: Director of the Proposal Committee of the Yancheng Municipal CPPCC, Wu Yucai: Among the proposals put forward by the members, 902 have been resolved, accounting for 49.5%, 859 are being gradually resolved, accounting for 47.1%, and 62 cannot be resolved due to conditions restrictions, accounting for 3.4%. The satisfaction rate of the masses and the members reaches 99%.
