On November 25th, the Luqiao Traffic Police Department in Taizhou made a decision for a lighter penalty: the driver Pan, who was drunk while rescuing someone, would be administratively detained for three days. At the same time, the traffic police department also decided to suspend his driver’s license for three months and impose a fine of 2000 yuan. This is the first time since the "drunk driving" rectification campaign began that the Luqiao Traffic Police Department has imposed a lighter penalty under special circumstances for a drunk driver.

For his neighbor Pan, who faced detention, fines, and license suspension due to saving him, Old Pan after recovering felt very guilty. Neighbors and relatives accompanied Pan multiple times to the Luqiao Traffic Police Brigade to plead for leniency, requesting that the traffic police department impose a lighter punishment. Pan himself explained to the traffic police: "When the neighbor aunt asked for help, I didn't think twice and drove to save him. I hope the public security organs can impose a lighter penalty."

This incident caused a strong reaction locally. Many citizens believe that penalties should be reduced based on the actual situation; others believe that currently across the country, there are campaigns against "drunk driving," and violations of legal regulations should be treated equally, which serves as a good warning for drivers.

The head of the urban team of the Luqiao Traffic Police Brigade said: "Currently, the rectification of drunk driving follows strict principles. Driving to save someone is a good deed worth promoting, but he was still drunk at the time. In other words, he no longer had the qualifications or ability to save someone. If an accident happened on the way, wouldn't it turn a good deed into a bad one?"

Considering Pan's special circumstances, after consulting with higher-level departments, the Luqiao Traffic Police Department made the decision to impose a lighter penalty.
