[Voiceover]: The fifth session of the Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) has been in existence for 5 years, during which time it has received a total of 1883 proposals. These proposals have widely gathered the opinions and suggestions of the people, and collectively reflect the wishes and voices of all sectors of society. [Voiceover]: Chengxi West Ring Road is one of the main thoroughfares in our city with a large volume of traffic. However, there was once a section of about 1 kilometer on West Ring Road where the road surface was uneven and pitted, and there were no streetlights, forcing local residents to walk in the dark.

[Voiceover]: In addition to the citizens who frequently walked along this route, another person was also paying attention to the problem of this "dark zone." He is Yang Yongkui, a member of the CPPCC of Yancheng City.

[Voiceover]: After understanding the situation, Yang Yongkui submitted a proposal titled "Proposal to Quickly Resolve the Issue of the Dark Zone on West Ring Road" to the Proposal Committee of the CPPCC of Yancheng City. This proposal drew the attention of relevant departments, and the issue was quickly addressed and resolved.

[Contemporary Voice]: Member of the CPPCC of Yancheng City, Yang Yongkui: "The situation now is different from what I saw before. The road is smooth, the unauthorized stalls are gone, and according to the current progress of the project, the streetlight issue will soon be resolved."

[Voiceover]: There are 489 members like Yang Yongkui in the CPPCC of our city. They are scattered across various fields within our city, but their common wish is to voice the concerns of the people and help them solve difficulties encountered.

[Contemporary Voice]: Member of the CPPCC of Yancheng City, Yang Yongkui: "We CPPCC members are bridges of communication between the government and the public. We need to reflect the problems and challenges that appear in the lives of the people."

[Voiceover]: The proposals submitted by the CPPCC members of our city involve various aspects of urban development, including economic construction, science, education, culture, and health, providing important decision-making references for the work of the municipal committee and the municipal government. Since 2006, from the central to local levels, policies have gradually been introduced requiring attention to agricultural insurance work, yet our city had not yet formulated relevant policies in this regard. CPPCC member Chen Weidong proposed a proposal titled "Proposal to Quickly Establish Policy-based Agricultural Insurance," which received high attention from the municipal committee and the municipal government. In August of this year, our city officially launched the pilot work for policy-based agricultural insurance.

[Contemporary Voice]: Director of the Economic Management Station of the Municipal Party Committee's Rural Work Office, Sun Huanbao: "So far, we have successively introduced five types of insurance, including rice, cotton, and breeding sows. This year, a cumulative total of 255,500 households in our city have benefited, with compensation totaling 22.09 million yuan."

[Voiceover]: According to statistics, since the establishment of the fifth session of the CPPCC, our city's CPPCC has received a total of 1883 proposals, of which 853 relate to the economy, accounting for 46.8% of the total number of proposals, while 435 relate to people's livelihoods, accounting for 23.9% of the total number of proposals. So how many of these proposals have been resolved after being put forward by the CPPCC members?

[Contemporary Voice]: Director of the Proposal Committee of the CPPCC of Yancheng City, Wu Yucai: "Of the proposals put forward by the members, 902 have already been resolved, accounting for 49.5%, 859 are currently being resolved, accounting for 47.1%, and 62 cannot be resolved due to conditions limitations, accounting for 3.4%. The satisfaction rate of the masses and the members reaches 99%."

[Voiceover]: The new session of the CPPCC meeting is about to be convened, and the CPPCC members will continue to bring forward various types of proposals.
