Shenzhen Releases Six Measures to Attract Overseas Talent; Returnee Entrepreneurs Can Receive Up to 300,000 RMB in Subsidies

Huasheng News Report: "Return to the homeland to start a business, and make your dreams come true in Shenzhen." During the opening of the 9th China Overseas Students Guangzhou Science and Technology Exchange Conference on December 28th, Shenzhen once again became a hotspot for overseas returnees. Shenzhen has become one of the top choices for returnees to start businesses. According to reports by the Shenzhen Commercial Daily, Shenzhen will introduce six measures this year to attract high-level overseas returnees to start businesses in Shenzhen. Among these measures, the subsidy for initial entrepreneurial expenses for overseas students will be increased to up to 300,000 RMB, which is the highest among all cities in China.

Led by the Shenzhen municipal government, the Personnel Bureau organized more than 20 enterprises and institutions, eight overseas student entrepreneurship parks, and six district personnel bureaus to participate in this exchange conference, bringing over 300 projects and more than 200 mid-to-high level positions.

At the "Vibrant Shenzhen" promotional event, Deputy Secretary-General of the Shenzhen Municipal Government, Xia Guanhu, introduced that the city has implemented a series of policies to encourage overseas talent to work and start businesses in Shenzhen. The municipal government allocates no less than 30 million RMB annually as special funds to support overseas students starting businesses in Shenzhen. This year, the city has introduced more than 15,000 overseas students, continuing a five-year streak of surpassing 10,000 individuals annually. In total, more than 95,000 overseas individuals have been introduced, with master's degree holders or above accounting for 87.6%. The eight overseas student entrepreneurship parks have a combined incubation area of 2.7 million square meters, with "returnee-branded" enterprises reaching over 680, investments exceeding 2 billion RMB, sales revenue surpassing 3 billion RMB, and tax contributions amounting to over 200 million RMB. During this exchange conference, signing ceremonies for project cooperation and moving into the entrepreneurship park were also held. Some companies and "headhunters" sought management and commercial positions to attract "returnees," with one real estate group offering an annual salary of no less than 500,000 RMB for a commercial supervisor position.

At the reception site, Mr. Feng, who studied international business and obtained a master's degree in the Netherlands, visited the Shenzhen booth. He said, "I have already investigated Shenzhen, and I feel that Shenzhen is a new open city, and the conditions for overseas students to start businesses here are very favorable." He informed the reporter that two-thirds of his classmates in the Netherlands have returned to China to start businesses, with Shenzhen being one of their top choices for employment and entrepreneurship.

To attract high-level "returnees" to work and start businesses in Shenzhen, the city will implement six new initiatives this year: First, the issuance of the "Several Opinions on Further Strengthening the Introduction of Overseas Talent and Intellectual Resources," which will serve as the guiding document for the city's talent introduction efforts. Second, the launch of the "Mangrove Nest-Returning Project," planning to introduce 10,000 overseas students during the "Eleventh Five-Year Plan" period, increasing the total number of overseas students in the city to 20,000. Third, the introduction of new management measures for subsidies for initial entrepreneurial expenses for overseas students, with the maximum subsidy reaching 300,000 RMB, making it the highest among all cities in China. Fourth, the newly constructed Overseas Student Entrepreneurship Tower will be put into use in the first half of the year, doubling the incubation area of the city's entrepreneurship park. Fifth, the official groundbreaking of the Shenzhen (Longgang) Overseas Student Industrial Park, currently under construction, with a total investment of 800 million RMB and a construction area of 4.2 million square meters, providing secondary incubation sites for graduating overseas student enterprises. Sixth, the municipal government has initially decided with the National Foreign Experts Bureau to hold the "China International Talent Exchange Conference" in Shenzhen in 2007.
