The pain caused to the public by the special protection case of tires has not yet subsided, and now gear pumps have become another target as the US and EU have once again taken drastic measures against seamless steel pipes and other pipe products. This time, they have again used anti-dumping and special tariffs as weapons.
Seamless steel pipes are a variety of steel pipe products with relatively high added value. Currently, China is the world's largest producer and trader of seamless steel pipes. In 2008, China exported 6.09 million tons of seamless steel pipes, accounting for more than 90% of global trade.
In tandem with the increasing export volume, trade remedies targeting China’s seamless steel pipes have continued to emerge.
On September 4 this year, Mexico decided to initiate an anti-dumping investigation into seamless steel pipes originating from China. On October 6, the EU ruled that Chinese exports of seamless steel pipes to Europe posed a threat of damage to the EU industry, deciding to impose final anti-dumping duties ranging from 17.7% to 39.2%. This was the first time the EU had initiated an anti-dumping investigation and taken anti-dumping measures on the grounds of "threat of damage". Just one day later, on October 7, the US Department of Commerce also decided to conduct a combined anti-dumping and countervailing duty investigation into seamless steel pipes, pipeline tubes, and pressure tubes exported from China.
