One of the people angered by the mud and sand shouted at Tan Shuangxi: "Lock her up for a few days and see if she behaves or not." Subsequently, Tan Shuangxi was also pulled onto the police car.

On November 4th, construction workers came to drain water from a pond near Mo's home. After learning about this, Mo Dianjun once again demanded that the construction team halt work. Seeing that they ignored her, she picked up one of the workers' hoes intending to forcibly stop the construction team. Upon capturing Mo Dianjun lifting the hoe to obstruct their work, the construction crew turned off the water pump and reported the situation to the Wangcheng County High-Speed Construction Coordination Command Center (hereafter referred to as "Wangcheng Command Center").
Our reporter Ding Xianming visited the scene on November 18th in the afternoon to verify the situation with the Wangcheng Command Center. After listening to the journalist recount Mo Dianjun's account of being stripped, Xu Jinkē strongly denied it, stating there was absolutely no incident of stripping her clothes. "It was just during the struggle that Mo's clothes were unintentionally lifted, exposing her waist and bra."
Seeing this, Mo Dianjun quickly sat on the water pump. Subsequently, a policeman came over to push Mo Dianjun away. Fearing she would fall into the pond, Mo began to resist the policeman pushing her, and several policemen then rushed forward. In the chaos, Mo Dianjun’s black coat, a bright red sweater, and a striped long-sleeved undergarment were successively torn off, leaving her wearing only a bra on the upper body.

Upon learning the situation, Xu Jinkē, Deputy Secretary of Wangcheng County Political and Legal Affairs Commission and Director of Security Department of Wangcheng Command Center, immediately contacted officials from Chating Town and the town police station to rush to the scene for handling.
Upon arrival, a policeman shouted to the construction workers: "Turn on the machine, go ahead and turn on the machine, I'll handle the rest."
That day, Mo Dianjun, a 33-year-old villager from Guoliang Village, Chating Town, Wangcheng County, Hunan Province, had her top torn off in broad daylight during a heated argument with Chating Police Station officers. With only a bra left on her upper body, she was forced onto the police car and administratively detained for 10 days.
For the stubborn Mo Dianjun, November 4th was a "Black Wednesday."
"If I hadn't been humiliated, why would I bother the government? I just want an explanation, for them to publicly apologize. Additionally, I hope they take this as a lesson and ensure such incidents do not happen to other women," said Mo Dianjun.
After being released from the detention center, Mo Dianjun stayed in her nearby Tongguan Town auto repair shop. She didn't want to return home, fearing gossip from villagers, nor did she tell her 8-year-old son, fearing it would affect him psychologically.
Mo Dianjun's conflict with the police originated from her obstruction of the construction of the provincial key project - the Changsha to Xiangtan Expressway Duplication Project (also known as "Jingzhu West Line"). Due to the project, Mo Dianjun and her uncle's family faced issues with water and electricity supply as well as travel inconvenience. After multiple unsuccessful negotiations with local town and village cadres, Mo chose to obstruct the construction.
In the afternoon of the same day, Tan Shuangxi finally learned the real reason for her detention: "The policeman taking my statement told me that I threw mud and sand at Xu Jinkē, deputy secretary of the county political and legal affairs commission, and he wanted to lock me up for a few days."
Tan Shuangxi, a 45-year-old villager, happened to pass by and witnessed the incident. She shouted: "You can't do this; she is a woman." Seeing no response, she grabbed a handful of mud and sand and threw it at the crowd struggling with Mo Dianjun.

A villager present at the time told the journalist: "It's true that Mo Dianjun obstructed the construction, but the police should enforce the law civilly. At least let her wear her top before taking her away. What kind of era is this where enforcement is still so brutal?"
Subsequently, Mo Dianjun was administratively detained for 10 days due to three instances of "obstructing construction," while Tan Shuangxi was detained for 5 days. The latter was also detained for "obstructing construction" - according to the public security administrative penalty decision document numbered "Wanggong (Cha) Juezi [2009] No. 2445", Tan Shuangxi obstructed the construction twice on the afternoon of November 2nd and the morning of November 3rd, 2009, because the construction unit had dug up sweet potatoes planted on her already requisitioned land, causing multiple delays in the Jingzhu West Line construction.
