Don't act like the trash bins don't exist

The signposts throughout the city are all used to mark the locations of trash bins. Is it really necessary to do this in order to find a trash bin? Based on the same psychological insight, make people who litter reflect: trash bins are not hard to find; everything is just your imagination and excuses.
