Li Wei, born on September 24, 1963, with ancestral home in Kunming, Yunnan Province, studied in Shenzhen, and later moved to Beijing. She maintained a close personal relationship with Chen Tonghai. Later, introduced by Chen, she met Du Shicheng and also built an intimate relationship with Du, thus infiltrating the real estate circle in Qingdao. Li Wei was involved in both the commercial development of the large refinery project living base and the Olympic sailing event base. However, the multiple projects she controlled were usually kept low-profile and less known to the public.
