The Tianxi Huating residential area, located at No. 84 Banbian Street in Guiyang, stands like an isolated island amidst the surrounding low-rise bungalows. For a long time, the small high-rise elevator apartment complex with 380 households and over 1,000 residents has been plagued by issues such as narrow roads and chaotic security in the surrounding areas. Recently, reporters visited the neighborhood to investigate these problems.
### An Isolated Residential Area
On the afternoon of February 17th, reporters entered Banbian Street from beside the Telecommunications Building on Guikai Road and walked to the Tianxi Huating residential area. Along the way, street vending was rampant, and many vehicles were parked by the roadside. In just a few minutes of walking towards the Tianxi Huating residential area, there were three instances of traffic congestion due to difficulties in passing vehicles. Reporters noticed that the narrowest part of the road was less than two meters wide.
The other access point for Tianxi Huating residents is Yong'an Alley, where the Guiyang Pharmaceutical Factory dormitory is located. The widest part of Yong'an Alley is only about 3.5 meters, and it serves as a street market. "The market is convenient, but it also causes road congestion," said one resident. There's also a Chun Guang School in the alley, making it crowded with people coming and going. "You could say the residential area is like an isolated island," remarked one homeowner.
### A Fire Incident
Three fire trucks couldn't reach the scene
The narrow roads not only affect people's normal lives but also pose serious safety hazards. If a sudden event occurs within the residential area, fire trucks, ambulances, and other emergency vehicles will be unable to enter the neighborhood promptly.
On Guizhou Metropolis Net, there is a post titled "External Environment Status of Tianxi Huating Residential Area in Banbian Street, Guiyang." The post was made on February 5th and includes two videos: one showing the narrow roads around Tianxi Huating and another introducing a fire incident that occurred at 2:30 PM on January 20th within the residential area. The poster quotes the video recorder, questioning, "Can hundreds of residents living in an environment without a fire lane expect fire trucks to fly in?"
"On the day of the fire, three fire trucks arrived but couldn't get in; two waited for orders at the Telecommunications Building, and one was stuck at the alley entrance. It was the residents who managed to extinguish the fire, but the seventh-floor unit was still severely damaged," said netizen "Fengyun." "I was there when I called, but the fire truck couldn't drive in. Eventually, several firefighters carried firefighting equipment and walked in."
Reporters contacted Mr. Song, the owner of Tianxi Huating residential area and the videographer of the online video. Mr. Song stated that the fire occurred on the seventh floor of Unit 1 in Building 5, where only a child over ten years old was home alone at the time of the fire. "When I heard the commotion downstairs, I went out and saw smoke billowing from their windows," recalled Mr. Song. He and his neighbors rushed upstairs immediately to help put out the fire.
Mr. Song recounted that the fire was controlled in time thanks to the quick actions of the surrounding neighbors. After putting out the fire, he changed clothes and walked out of the neighborhood, seeing a smaller fire truck parked beside a convenience store below the residential area, which did not enter. Walking towards the Telecommunications Building, he saw two more fire trucks parked there. "Later, I heard that the fire trucks arrived relatively quickly but simply couldn't get in," Mr. Song said. "If another big fire happens, they probably still won't be able to get in. Who can guarantee that nothing serious will happen?"
### Ten-Minute Walk
To catch a bus
Besides the issue of fire lanes, the owners of Tianxi Huating residential area also face travel problems due to the overly narrow roads.
Car-less homeowners told reporters that there are only two ways to go out and return: one is through Yong'an Alley to Zha Ji Rear Garden to take a bus; the other is via Banbian Street to Guikai Road. "Both routes require more than 10 minutes," they said.
Homeowner "Xiaoxi" doesn't own a car and works near Dananmen. "I used to walk to Shuhe Garden to take Bus No. 18, which took about four minutes, but after hearing about a murder in the nearby alley, I dared not walk anymore. For the past two years, I've been walking to Zha Ji Rear Garden to take Bus No. 8 to work, which takes about seven minutes."
Narrow roads also trouble car-owning residents, as it's difficult to drive out and easy to have minor accidents. "You can only drive in and out via Banbian Street," said homeowner "Fengyun." "Nowadays, successfully entering and exiting this neighborhood feels like winning a lottery. You often have to reverse your car several times before you can pass."
In 2011, Guiyang City launched seven mini-bus lines to solve transportation problems in narrow-road areas. The homeowners of Tianxi Huating also hoped for a bus stop near their homes. However, relevant officials from the Guiyang Bus Group Operations Department once told reporters that after an on-site investigation, the roads in Banbian Street were too narrow to accommodate mini-buses.
### Lack of Security Checkpoints
Residents dare not enter or leave after dark
Another issue that troubles the homeowners of Tianxi Huating is the security problem outside the neighborhood. Although the internal security is well-managed, the external passages aren't as secure.
"Female residents basically don't dare to walk in and out of the neighborhood after dark," said homeowner "Fengyun."
Homeowner "Fuxianglianpian" said, "Actually, safety is a major issue. We don't dare to go out after dark."
Homeowner "Keke" introduced that a colleague of her father was robbed and injured with a knife in a small alley beside the neighborhood at 5 PM one afternoon. Homeowner "Yuyongxianren" also mentioned that her family had been robbed twice, fortunately without injury. "This place is indeed chaotic."
According to Director Xiao of the self-management office: "Our area belongs to the urban-rural fringe, with a large number of migrant populations, leading to chaotic security. People often get robbed outside while heading to work early."
Reporters learned that this neighborhood falls under the jurisdiction of the Zha Ji Police Station, but no security booths were seen on any of the three entry-exit roads.
