Recently, a restaurant in Beijing's Dongzhimen Gui Street caught fire. On the way to put out the fire, not only did the fire truck not receive courtesy from other vehicles, but it was also overtaken by lane-changing cars. Some netizens even uploaded a video of the "Gui Street fire truck being overtaken" online. The fire department appealed that social vehicles should detour around the fire scene.
This video has sparked heated discussions. Many people began to criticize the low quality and lack of public morality among private car owners in the capital, as well as their cold-heartedness. Is this really the case?
Upon carefully watching this video, one can clearly see the scene where a fire truck is overtaken by a social vehicle changing lanes, but if we question whether all social vehicles failed to give way, it might be unfair.
Beijing has a nickname now: "Shou Du". For traffic jams, private car owners in Beijing have deep experiences. And Gui Street is a famous food street in Beijing, as well as a place notoriously difficult to park. This street isn't very wide, and every night, due to some diners parking on both sides of the road, the traffic condition of this street becomes predictable. Thus, when a fire occurs and the fire truck arrives, the situation is likely this: the road basically turns into a "parking lot", with motor vehicles unable to move. Some car owners may not want to let the fire truck pass, not because they don't want to, but because there's no space to give way.
Of course, some vehicles forcibly change lanes and overtake the fire truck, which is a fact and should be condemned. Moreover, the driver of this vehicle cannot just be criticized. Through this incident, what we should reflect on more is not the low moral quality of car owners, but the lack of respect for fire trucks and unfamiliarity or non-compliance with legal regulations regarding giving way to fire trucks.
Article 53 of China's "Road Traffic Safety Law" stipulates, "When police cars, fire trucks, ambulances, and engineering rescue vehicles are performing urgent tasks... other vehicles and pedestrians should give way"; Article 47 of the "Fire Prevention Law" stipulates, "When fire trucks and fire boats are heading to perform firefighting or emergency rescue tasks... other vehicles, ships, and pedestrians should give way, and must not cut through or overtake"; Article 50 of the "Public Security Administrative Punishment Law" stipulates, "Those who obstruct the passage of emergency task vehicles such as fire trucks, ambulances, engineering rescue vehicles, and police cars shall be warned or fined less than 200 yuan; those with serious circumstances shall be detained for five to ten days, possibly accompanied by a fine of less than 500 yuan." It is clear that making way for fire trucks is not a moral issue, but a citizen's legal obligation. In other words, failing to make way for a fire truck performing a task is an illegal act that will be subject to legal punishment.
However, how well are these legal provisions enforced in reality? Even if the road is wide and there are conditions to give way to fire trucks and ambulances, how many people can actively and voluntarily do so?
In reality, it is probably often the case that fire trucks and ambulances keep sounding alarms, while surrounding social vehicles still "go their own way". Some say that those vehicles might not be on official duty, perhaps they are being used privately. But who would drive such a large fire truck out for "private use"? Even if there is a possibility that ambulances or police cars could be used privately, can we therefore ignore them, overtake and change lanes, disregarding the people and public property waiting for these vehicles to extinguish fires, save lives, and handle emergencies?
It seems that we really need to take a good look at the lesson of "giving priority to fire trucks", and of course, also police cars and ambulances. One thing is certain: letting fire trucks pass is a legal requirement, and not doing so is illegal. Perhaps no one has yet borne legal responsibility for this, but regardless, the law is there, and this is absolutely not just a matter of having public morality or not.
