Who gave Kunshan the courage to discriminate against Henan and Shandong?

According to the China Youth Daily, the reporter saw in an employment introduction company in Kunshan City, Jiangsu Province the other day that the recruitment brochure of an enterprise explicitly noted: personnel from Henan and Shandong are not wanted. After reading this report, I am really surprised that the regional discrimination which raged in a southern place several years ago has made a comeback in Kunshan, and I have strong aversion to such blatant practice by this enterprise in Kunshan.
