They have already notified the real estate deed tax collection department to collect deed tax for the action of adding name on premarital property certificate. The specific payment method is based on the actual proportion of ownership added, converted into reasonable market price, and then 3% deed tax is levied according to the category of gift. However, adding name on jointly-owned property after marriage does not need to pay deed tax temporarily. Nevertheless, in response to this new policy implemented suddenly without written notice, many citizens said they "cannot understand", some even joked that the taxation department was "taking advantage of the emergency".
