No. 10 Xibianmen was built in the 1950s. After experiencing 60 years of wind and frost, it has long been a dangerous building. In 1999, a big fire killed four people, one of whom was pregnant. Afterwards, the State Administration proposed to renovate the dangerous building. During this period, there were two dangerous house appraisals and three public opinion surveys. Each time, more than 90% of the residents supported the demolition and reconstruction. There were four design plan announcements. However, due to the strong opposition of Mrs. Wang Kewen in the courtyard and her instigation of her husband's student, Zhou Ganzhi (academician of the two academies), to use his relationship to establish No. 10 Xibianmen as an excellent modern building in Beijing, the renovation of the dangerous building came to a sudden stop in 2009. To this day, more than a thousand residents are still living on the brink of life and death. What is even more heart-breaking is that the State Administration, seeing no hope for renovation, arbitrarily used the funds from the 2008 Olympic engineering project to repair the windows, doors, and roads of the dangerous buildings that had no value for repair. The walls and structure were not considered for repair. The 25 million yuan repair project was carried out without prior notice or bidding, and there was no audit or acceptance afterwards. It was hastily completed. For 12 years, the renovation has been ongoing without results, only advancing. Demolition and reconstruction have only resulted in repair projects, with no public opinion, only power! The lives of more than a thousand residents have been dragged on like this. The Chinese people drove away the Japanese in eight years and defeated the Kuomintang in four years, but we have spent 12 years and still cannot fight for a place that originally belonged to us.
