No. 10 Xibianmen was built in the 1950s. After 60 years of weathering, it has become a dangerous building. In 1999, a big fire killed four people, one of whom was pregnant. After that, the State Administration for Public Affairs proposed to renovate the dangerous building. During this period, there were two dangerous house appraisals and three public opinion polls. Each time more than 90% of the residents supported demolition and reconstruction. The design plan was made public four times. However, due to the strong opposition of Mrs. Wang Kewen, who incited her husband's student Zhou Ganzhi (academician of both academies) to use his relationship to establish No. 10 Xibianmen as an excellent modern building in Beijing, the renovation of the dangerous building came to an abrupt end in 2009. Up to now, more than a thousand residents are still living on the verge of life and death. What makes us feel colder is that, seeing no hope for renovation, the State Administration for Public Affairs arbitrarily used the funds for the 2008 Olympic projects to repair the doors, windows and roads of the dangerous building which had no value for repairing, but did not consider repairing the walls and structures. The 25 million yuan repair project started without notification or bidding, and after completion there was no audit or acceptance. The renovation of the dangerous building has been going on for 12 years with no result. Demolition and reconstruction have only resulted in repair projects, without any public opinions but only power! The life and death of more than a thousand residents have been delayed like this. The Chinese people spent eight years driving away the Japanese, and four years defeating the Kuomintang, but we spent 12 years and still could not fight for a place originally belonging to us.
