No. 10 Xibianmen was built in the 1950s. After 60 years of wind and frost, it has long become a dangerous building. In 1999, a big fire killed four people, one of whom was a pregnant woman. Afterwards, the State Administration proposed to renovate the dangerous building. During this period, there were two dangerous house appraisals and three public opinion surveys. Each time, more than 90% of the residents supported demolition and reconstruction. There were four design plan announcements. Due to the strong opposition of Mrs. Wang Kewen in the courtyard and her instigation of her husband's student Zhou Ganzhi (a double academician) to use his connections to establish No. 10 Xibianmen as an excellent modern building in Beijing, the renovation of dangerous buildings came to a sudden stop in 2009. To date, more than a thousand residents are still living on the brink of life and death. What is even more disheartening is that the State Administration, seeing no hope for renovation, arbitrarily used the funds from the 2008 Olympic engineering project to repair the doors, windows and roads of the dangerous houses without any value for repair. The walls and structures were not considered for repairs. The 25 million yuan repair project was rushed to completion without prior notice or bidding, and without audit or acceptance afterwards. For 12 years of dangerous building renovation, there has been no result, only progress; there has been only repair work instead of demolition and reconstruction; there has been only power instead of public opinion! The lives of more than a thousand residents have been dragged on like this. The Chinese people spent eight years driving away the Japanese, and the Chinese spent four years defeating the Kuomintang, but we have spent 12 years failing to fight for a place that originally belonged to us.
