No. 10 Xibianmen was originally built in the 1950s. After enduring 60 years of wind and frost, it has long become a dangerous building. In 1999, a big fire killed four people, one of whom was pregnant. Afterwards, the State Administration for Affairs proposed to renovate the dangerous building. During this period, there were two appraisals for dangerous houses, three public opinion polls, and each time more than 90% of the residents supported demolition and reconstruction. There were four design plan announcements. Due to the strong opposition of Mrs. Wang Kewen in the courtyard and inciting her husband's student Zhou Ganzhi (academician of both academies) to use his relationship to list No. 10 Xibianmen as an excellent modern building in Beijing, the renovation of dangerous buildings came to an abrupt end in 2009. To this day, more than a thousand residents are still living on the brink of life and death. What makes us feel even colder is that, seeing no hope for transformation, the State Administration for Affairs arbitrarily used the funds for the 2008 Olympic Games project to repair the doors and windows and roads of the dangerous houses that had no value for repair, without considering repairing the walls and structures. The 25 million yuan repair project was completed hastily without prior notice or bidding, and without audit or acceptance afterwards. For 12 years of dangerous building renovation, there has been no result but only progress, demolition and reconstruction but only repair projects, no public opinion but only power! The life and death of more than a thousand residents have been delayed like this. The Chinese people drove away the Japanese in eight years and defeated the Kuomintang in four years, but we spent 12 years and couldn't fight for a place that originally belonged to us.
