No. 10 Xibianmen was originally built in the 1950s. After 60 years of weathering, it has long been a dangerous building. In 1999, a big fire killed four people, one of whom was pregnant. After that, the State Administration for Affairs (Guo Zi Ju) proposed to renovate the dangerous building. During this period, there were two dangerous house appraisals and three public opinion surveys. Each time, more than 90% of the residents supported reconstruction. There were also four design plan announcements. However, due to the strong opposition of Mrs. Wang Kewen who incited her husband's student Mr. Zhou Ganzhi (academician of both the Chinese Academy of Sciences and the Chinese Academy of Engineering) to use his connections to list No. 10 Xibianmen as an excellent modern architecture of Beijing, the renovation proposal came to a sudden stop in 2009. To date, more than one thousand residents are still living on the brink of life and death. What makes our hearts colder is that, seeing no hope for renovation, Guo Zi Ju arbitrarily used the 2008 Olympic project funds to repair doors, windows and roads of the dangerous building which had no value for repair, without considering repairing walls and structures. The 25 million yuan repair project was done hastily without prior notice or bidding, and there was no audit or acceptance afterward. For 12 years, the dangerous building renovation has been proceeding without results. There is only forced power but no public opinion; there are only repair projects but no demolition and reconstruction! The lives of more than one thousand residents have been delayed like this. The Chinese people drove away the Japanese in eight years and defeated the Kuomintang in four years, but we couldn't get a house that belonged to us after 12 years of efforts.
