No. 10 Xibianmen was originally built in the 1950s. After 60 years of wind and frost, it has long become a dangerous building. In 1999, a big fire killed four people, one of whom was a pregnant woman. After that, the State Administration for Public Affairs proposed to renovate the dangerous building. During this period, there were two dangerous house appraisals and three public opinion surveys. Each time, more than 90% of the residents supported the demolition and reconstruction. There were four design scheme announcements. Due to the strong opposition of Mrs. Wang Kewen in the courtyard and instigating her husband's student Zhou Ganzhi (academician of the two academies) to use his connections to establish No. 10 Xibianmen as an excellent modern building in Beijing, the renovation of dangerous buildings came to an abrupt end in 2009. To this day, more than a thousand residents still live on the brink of life and death. What makes people feel even colder is that, seeing no hope for renovation, the State Administration for Public Affairs擅自used the funds for the 2008 Olympic engineering projects to repair the doors, windows, and roads of the dangerous buildings without any value for repairs. The walls and structures were not considered for repair. The 25 million yuan repair project was carried out without prior notice or bidding, and there was no audit or acceptance afterward. It was hastily completed. For 12 years, the renovation has been ongoing but with no results. Demolition and reconstruction have only led to repair projects, without any public opinion, only power! The lives of more than a thousand residents have been dragged on like this. The Chinese people used eight years to drive away the Japanese, and the Chinese used four years to defeat the Kuomintang, but we have spent 12 years and still cannot fight for a place that belongs to us.
