No. 10 Xibianmen was originally built in the 1950s. After 60 years of weathering, it has long become a dangerous building. In 1999, a big fire broke out and four people were burned to death, one of whom was a pregnant woman. Since then, the State Administration has proposed to renovate the dangerous building. During this period, two dangerous house appraisals and three public opinion polls have been carried out. Each time, more than 90% of the residents supported demolition and reconstruction. The design plan was announced publicly for four times. Due to the strong opposition of Mrs. Wang Kewen and instigation of her husband's student Zhou Ganzhi (academician of both academies) to use his relationship to establish No. 10 Xibianmen as an excellent modern building in Beijing, the renovation of dangerous buildings came to a sudden stop in 2009. Up to now, more than one thousand residents are still living on the verge of life and death. What makes us feel even colder is that seeing no hope for renovation, the State Administration of Public Institutions arbitrarily used the funds of the 2008 Olympic engineering project to renovate doors, windows and roads of the dangerous houses without any value of repairment while not considering the repairment of walls and structures. Before the 25 million yuan renovation project started, there was no notice or bidding; after the project finished, there was no audit or acceptance. It just hurriedly completed the work. For 12 years, the renovation of dangerous buildings has been moving forward but with no result. There is only maintenance project instead of demolition and reconstruction and there is only power instead of public opinion! The lives of more than one thousand residents have been delayed like this. The Chinese people drove away the Japanese in eight years and defeated the Kuomintang in four years, but we spent 12 years and still could not fight for a place that originally belonged to us!
