Premier of the State Council Wen Jiabao proposed in his government work report at the fourth session of the 11th National People's Congress that employment increase should be regarded as the first goal of socio-economic development, fair employment opportunities should be created for all workers, and 45 million new urban jobs should be created in five years. This target is the same with the national urban new employment target during the "Eleventh Five-Year Plan" period, reflecting that the employment situation would still be severe during the "Twelfth Five-Year Plan" period. The issue of employment is related to national economy and people's livelihood. The government work report this year especially values this issue, and an important reason is that the employment situation this year and even during the "Twelfth Five-Year Plan" period would still be severe.
