It is a harvest, but more of an inevitability. For Gao Xiaoming, the chairman of "Nao Shan" Paper Group Co., Ltd., the development of his enterprise could be described as one surprise after another. After the "Nao Shan" trademark was honored with the title of China's Well-known Trademark in 2006, the high-end low-quantitative thin-type packaging paper under the "Nao Shan" brand also became a state-exempt product. By the end of last year, after five years of reform, the scale of the enterprise had quadrupled. On January 7, the company was rated as one of the top ten non-public enterprises in Sanming City for the 2006-2007 period by the municipal government.
Gao Xiaoming and his enterprise are undoubtedly a microcosm of the development of our city's non-public economy.
In recent years, encouraged by relevant policies, the non-public sector of our city has grown rapidly like mushrooms after rain. A series of numbers provided by the Municipal Federation of Industry and Commerce clearly outline the "skeleton" of the growth and strengthening of our city's non-public economy: by the end of 2007, the total number of private enterprises in the city reached 8,306, employing 145,400 people; last year, the total output (sales revenue) of non-public enterprises in the city reached 40.94 billion yuan, increasing by 34.2% year-on-year.
Zhan Xueqi, director of the Office for Developing Non-public Economy of the city, expressed it this way: from quantitative expansion to qualitative improvement, from a new force to the main force, the non-public economy of our city has become an indispensable important force in the overall socio-economic development of the city.
Growth: The "grassroots" economy is full of vitality
At the start of his venture, Guo Shangjie's Meilie Duowei Mechanical Tool Factory in Sanming was still a small workshop. Now, the enterprise has developed into a leading industry enterprise with modern scale, equipped with advanced equipment such as CNC machining centers, numerical control carving machines, and complete sets of advanced CNC vacuum quenching furnaces, and is known as the "Chinese sanitary napkin knife roller production base."
As one of the founding members of the company, Chen Yinguì, the vice general manager in charge of technology at Sha County Hongsheng Plastic Company, witnessed the process where the company grew from a small workshop into the largest phenolic molding plastic production base nationwide, maintaining the national first place in production and sales volume and market share for four consecutive years, with products marketed in 14 countries and regions. "We won the 'Fujian Famous Brand Product' in 2006, and the 'China Famous Brand' in 2007. Currently, I am entrusted by the National Standardization Committee to participate in the revision of the 'Phenolic Molding Plastic Standard.' As the absolute 'leader' in the domestic phenolic molding plastic industry, our company needs such discourse power. Setting standards is the new benchmark for our enterprise to develop faster while maintaining quality," Chen Yinguì revealed to the reporter.
Not only Duowei Mechanical Tool Factory and Sha County Hongsheng Plastic Company, but also a batch of 'grassroots' enterprises such as Sanming Panstone Concrete Engineering Co., Ltd. and Sanming Zhanwang Real Estate Co., Ltd. in our city are growing strong at an unprecedented speed, supporting a sky for our city's private economy.
According to data from the Municipal Federation of Industry and Commerce, by the end of 2007, the total number of private enterprises in the city reached 8,306, increasing by 8.04% year-on-year; the number of employees reached 145,400, increasing by 8.5%. There were 44,601 individual industrial and commercial households, employing 82,000 people, increasing by 5.5% and 4.09%, respectively. There were 595 "three-capital" enterprises with registered capital of 7.8 billion US dollars. In 2007, the total output (sales revenue) of non-public enterprises in the city reached 40.94 billion yuan, increasing by 34.2% year-on-year; tax revenue reached 3.044 billion yuan, increasing by 38.6%. A total of 130 non-public enterprises in the city completed export amounts of 6.6 billion US dollars, increasing by 41%. The total social civilian investment was 20 billion yuan, accounting for 55% of the total fixed asset investment.
While developing strongly, the scale of enterprises continues to expand. The average registered capital per non-public enterprise in the city reached 2.333 million yuan, increasing by 33.53% compared to 2005. There are currently 1,000 large-scale non-public enterprises, an increase of 199 compared to 2006. There are 258 non-public enterprises with taxes exceeding one million yuan, an increase of 138 compared to 2005, with a growth rate of 115%; Ten enterprises in our city, including Sanming Textile Co., Ltd., were selected as the "Top 100 Non-public Enterprises in Fujian Province" in 2007.
Innovation: Driving the "ugly duckling" to transform into a "swan"
