The case of Liu Zhijun, former Minister of Railways, is said to involve 822 million yuan in intermediary fees for railway projects

It has been preliminarily verified by the Central Commission for Discipline Inspection (CCDI) that Liu Zhijun and Ding Yuxin (formerly known as Ding Shumiao), through secret operations on railway construction projects, allowed pre-determined companies to win bids. Ding Yuxin and others collected intermediary fees from the winning companies amounting to 2.5% - 4% of the project value, totaling 822 million yuan.

The National Audit Office has determined that Ding Yuxin and others did not provide any services, but manipulated the process behind the scenes, interfering with the bidding results, which violated relevant provisions of the Bidding and Tendering Law. Their actions were illegal, and all the benefits they obtained were deemed illicit gains.
