On July 1, 2003, the county government dispatched more than 200 personnel from the public security, procuratorate, and court departments to forcibly commence construction on land located in Mali Cave of the village. The villagers had objections to the handling of compensation and resettlement fees. More than 300 villagers rushed to the construction site to inquire with relevant leaders, disagreeing with the forced requisition of land. As a result, they were subjected to forcible eviction and beatings by "law enforcement officers," including several villagers over 60 years old who also fell victim to brutal treatment.
