Why did the Chilean earthquake, which was 100 times more destructive than Haiti's, result in minimal losses?

A magnitude-8.8 earthquake occurred in the early morning of February 27 local time in Chile, and its destructiveness was much higher than that of a magnitude-7.3 earthquake which hit Haiti one and a half months ago. However, as of last night Beijing time, the officially statistics showed that there were more than 400 dead people. Although the number of victims would still rise, it would be far lower than that in Haiti which amounted to nearly 300,000 people.
