Firstly, it is because of the limitations of the Chinese navy. In its overall development over the past 60 years, the Chinese Navy has experienced three phases of development: from near-shore defense developing into offshore defense, then moving from brown water to blue water, becoming an important force for safeguarding the peaceful development of the Chinese nation today.
Corresponding with these three development phases of the Chinese Navy, there have been three major shipbuilding climaxes in China. After the reform and opening up, China's shipbuilding industry adopted a development model combining military and civilian efforts, with the military effort embedded in the civilian effort, laying a solid foundation for the construction of a blue-water navy. It is no longer a problem to build large warships such as aircraft carriers that displace over ten thousand tons.
