After entering the legal process, the Guangzhou Procuratorate accused Chen Bingshi of drug trafficking, transportation, and manufacturing, fraudulently obtaining exit documents, and illegally crossing national borders, and prosecuted him in the Guangzhou Intermediate People's Court.
The court's first instance determined that Chen Bingshi colluded with co-defendants such as Liu Zhaohua to manufacture, sell, and transport large quantities of methamphetamine; he also worked with Liu Zhaohua, Zhang Qisheng, and others to sell and transport large quantities of heroin. His actions constituted the crime of manufacturing, selling, and transporting drugs, and due to the enormous quantity of manufactured, sold, and transported drugs, he deserved severe punishment. After being discovered by the police for drug-related crimes, Chen Bingshi, in order to evade legal sanctions, colluded with defendant Chen Baoyu to illegally cross national borders and flee abroad, under serious circumstances, thus constituting the crime of illegal border crossing. It was also determined that in the joint crimes of manufacturing, selling, and transporting drugs with Liu Zhaohua, Zhang Qisheng, and others, Chen Bingshi was the principal offender and should be held responsible for all the crimes.
