The conference pointed out that, the implementation of performance-based wages in compulsory education schools is a specific measure to implement the Compulsory Education Law and deepen the income distribution system reform in public institutions. It is of great significance to attract and encourage all kinds of excellent talents to be engaged in teaching for a long time or even for life and promote the development of education. The Ministry of Human Resources and Social Security and other departments have drafted the "Guiding Opinions on the Implementation of Performance Wages in Compulsory Education Schools" after one year of research and demonstration and soliciting opinions widely. The conference examined and approved this opinion, and decided that from January 1, 2009, the performance-based wage system would be implemented in national compulsory education schools to ensure that the average wage level of teachers in compulsory education was not lower than the average wage level of local civil servants. At the same time, living subsidies would be distributed to retirees from compulsory education schools.
