An article titled "China Sends Fellow Country Signals to Cuba and Latin America" was published on the UPI website on November 10. The article began by citing examples of strengthened military cooperation between China and Cuba, such as the 2001 visit by Fu Quanyou, the Chief of the General Staff of the Chinese People's Liberation Army, to Cuba, where they signed a memorandum of understanding on military cooperation between China and Cuba; a 2006 visit to Cuba by a military delegation led by the Political Commissar of the National Defense University of China; and a 2007 visit to Havana by the Chinese Minister of National Defense... The article argues that all these activities indicate that the military exchanges between China and Cuba, based on their "common social system," are "quite unusual."
