Sebelius said that President Obama pointed out that the primary goal of the production and distribution of the H1N1 flu vaccine in the United States was to ensure the safety of the American people. The World Health Organization (WHO) had said that some rich countries led by the United States would provide the H1N1 flu vaccine to about 100 developing countries starting from November. However, the US government said that vaccine production in the country was behind schedule. A total of 23 million doses of the vaccine were produced in the United States by the end of October.
