The Ministry of Health issued the Notice Regarding Issues Concerning the Multiple Practice Locations for Physicians (hereinafter referred to as the Notice). According to the regulation in the Notice, physicians who are employed by more than two medical institutions shall apply to the health administrative department for additional registration of practice locations. In principle, physicians should practice within the same province, autonomous region or municipality directly under the Central Government; and the number of locations should not exceed three. As the allowance for physicians to have multiple practice locations, is it legalization for "special performance" ? Can this system really solve the problem of uneven distribution of medical resources?
