This law shall be enforced as of January 1, 2004. The "Regulations of the People's Republic of China on Resident Identity Cards" shall be annulled simultaneously.

The resident identity cards issued in accordance with the "Regulations of the People's Republic of China on Resident Identity Cards" shall remain valid within their validity period before they are exchanged for new ones in accordance with this Law. The specific measures for exchanging the resident identity cards shall be prescribed by the State Council.
