The abuse of power in administrative activities causes major losses or adverse effects, mandatory execution or implication of illegal administrative behaviors, or dereliction of duty that triggers group events or other major events. Or improper handling of group and sudden events leads to deterioration of situation, causing adverse effects. Or violation of relevant regulations on official selection and appointment leads to failure in personnel examination, causing serious influence, etc.
