In particular, there is insufficient aerial ladder trucks, chemical decontamination vehicles, rescue vehicles, lighting vehicles, large-tonnage fire trucks, and smoke extraction vehicles required for fighting fires in high-rise buildings, chemical fires, underground fires, and handling sudden social disasters. The allocation of rescue equipment such as detection, demolition, communication, decontamination, smoke extraction, lighting, and medical assistance also requires more effort. The structure of the equipment still needs further optimization.

Firstly, increase the financial investment in vehicle and equipment construction. Public security firefighting teams should seize all favorable opportunities, actively report to local party and government leaders and relevant departments, seek strong support, continuously increase the financial investment in vehicles and equipment, and include the construction funds for vehicles and equipment in the local fiscal budget for guarantees.

Secondly, strengthen the standardized construction of vehicles and equipment. Formulate various rules and regulations for vehicle and equipment management, establish and improve technical equipment allocation, management, maintenance, and evaluation systems. Actively form a fire equipment expert group to provide technical support for the planning, procurement, application, repair, management, and allocation of the team's equipment.

Based on the economic development and urban-rural layout of each region, combined with the actual needs of fire extinguishing and rescue, organize experts to conduct assessment arguments for equipment construction, formulate scientific and meticulous equipment construction plans to guide regional equipment construction, ensuring the scientific and reasonable allocation of equipment. Actively promote the centralized procurement system for fire equipment. According to the characteristics of fire and rescue tasks in different regions as well as the functional zoning and planning development layout of cities, optimize the configuration structure of equipment, gradually building a reasonable structure, complete quantity, reliable performance, and advanced technology fire equipment system.

Thirdly, strive to improve the quality and optimize the structure of vehicle equipment. According to the spirit of documents from the Fire Bureau of the Ministry of Public Security such as "Notice on Strictly Implementing the Market Access System for Fire Truck Products" (Public Fire [2005] No. 496) and "Equipment Construction Plan for the Public Security Fire Brigade from 2009-2011", strictly control the entry of fire vehicles. The purchased fire duty vehicles must be products certified by the national 3C certification, and the power-to-weight ratio (the ratio of the engine's rated output power to the total weight) must reach above 10. The main combat vehicles (total weight between 10 tons to 14 tons) must have a power-to-weight ratio of over 12, and the pump flow rate must exceed 40 liters per second, improving the quality and level of fire vehicles from the source.

Fourthly, strengthen the construction of logistical support systems. Establish a corps-level emergency support center and self-emergency support mechanism, striving to build a networked logistical support system, continuously enhancing comprehensive logistical support capabilities.

Strengthen the construction of equipment reserve systems. Establish a corps-level emergency equipment and material reserve warehouse. Based on regional characteristics and disaster accident features, scientifically store equipment and materials, and equip targeted, applicable search and rescue, mobilization, and logistics support technical equipment. Establish a corps-level emergency equipment and material reserve warehouse, gradually establishing a rationally distributed regional, fully stocked fire emergency rescue material reserve system.

Mobilize all parties to jointly participate in material reserves through measures such as signing contracts and cooperation agreements, forming an emergency rescue material reserve alliance with fire equipment manufacturers, supermarkets, gas stations, and other related units, ensuring timely production and provision of emergency materials during wartime, reducing reserve costs.

Fifthly, strengthen the construction of equipment talent teams, achieving the optimal combination of people and equipment.

Regularly train a certain number of equipment technicians from duty companies each year, strengthening equipment use management and maintenance, stimulating the maximum combat effectiveness of existing fire equipment.

Strengthen equipment training, incorporating equipment application training into the military training education syllabus, compiling relevant learning materials, and listing them as mandatory training subjects for officers and soldiers.

Cultivate professionalized equipment management cadres, establishing pre-service, pre-position, and promotion training mechanisms for equipment management cadres. With the continuous increase in various types of fires, the tasks of the fire brigade become heavier, and the requirements for fire extinguishing work become higher. It is necessary not only to improve human qualities but also to increase the input of equipment, continuously reform and improve the equipment structure, ensuring sufficient manpower and resources to deal with various urgent, difficult, dangerous, and heavy tasks. Conduct active training for already equipped equipment, enabling operators to proficiently master its technical performance, so that in future fire scenes, they can achieve "effortless mastery" and realize the organic combination of equipment and practical combat.
