Exploration of Strengthening Computer Management in Grassroots Financial Institutions
With the rapid development of financial electronic construction in China, the application scope of computers in the People's Bank of China is becoming increasingly extensive, and their importance is growing. From accounting, treasury, issuance, financial statistics, credit registration, foreign exchange management to even salary and pension insurance business, computer management has been widely applied. However, computer technology is a "double-edged sword". While it brings tremendous development to financial business, it also brings significant risks. For example, the insecurity of computer systems themselves (such as lack of network security, incomplete software design, hardware fragility, and the contradiction between system openness and security), human attacks and destruction (such as virus intrusion, hackers, computer crimes), and the imperfection of safety management systems all pose many potential safety hazards. In severe cases, these can lead to system paralysis, thereby affecting the business and reputation of grassroots financial institutions, resulting in huge economic losses and adverse social impacts. In recent years, our emphasis on computer security work has been elevated to an unprecedented level, and the standardization level of computer security management has significantly improved. However, due to the relatively weak technological strength of grassroots financial institutions, computer management has not fully followed the information system security management standards, leaving many safety hazards. The main manifestations are as follows:
1. There is a widespread phenomenon of emphasizing application while neglecting safety management. Computer safety management work has not been regarded as a priority in daily work. Internal control systems are either incomplete or cannot be strictly enforced, largely depending on the self-discipline of technical personnel and business operators. Safety management systems lag behind business development, lacking specific advanced security equipment and security technologies, and lacking intelligent supervision safety software. The computer safety management team is weak.
2. There is a serious shortage of technical personnel, leading to a lack of effective management. With the widespread use of computer application systems in various businesses, the workload of technology tasks is increasing. Technical personnel are often under high pressure in their daily work and have few opportunities to learn new knowledge and businesses. Relying on one technical person to exclusively manage computer work and exercise technology management functions often leads to neglecting one aspect for another, making it difficult to effectively carry out work. At the same time, technical personnel also serve as computer security officers, with both supervisors and supervisees being the same person, handling all work single-handedly, making it impossible to discuss computer safety management.
