According to the victimized young girl, she kindly helped give directions to a man over fifty years old and about 1.8 meters tall, but unexpectedly, she was harassed by him. However, facing the subsequent scolding from the girl's parents, the man not only failed to apologize but also made outrageous statements, claiming he would use money to settle the matter. He claimed that he was a high-ranking official sent down from the Ministry of Transport in Beijing, with a rank equivalent to the mayor of Shenzhen. Subsequent online investigations by netizens and confirmation by Shenzhen police revealed that this man was indeed Lin Jiachang, the Party Secretary and Deputy Director of Shenzhen Maritime Bureau.
