As the new semester arrives with the warm spring and blooming flowers, the new national standard for school buses is also expected to be officially released. There are reports that the new national standard for school buses will be formally implemented in March. The second edition of the "Approval Draft" of the four mandatory national standards, including the "Technical Conditions for School Bus Safety", which was recently disclosed to the public, has undergone a large number of revisions compared to the previous "Draft for Comments".
The most significant change is the cancellation of the previous standard that required the transformation from a flat front to a sloping front, also known as the "long nose". In the "Approval Draft", there is no longer a clear stipulation on the position of the school bus engine. Instead, it requires that "the front part of a dedicated school bus should have a collision safety structure." Additionally, dedicated school buses are reclassified according to vehicle structure and purpose. Among them, those with a length greater than 5 meters and less than or equal to 6 meters are defined as light-duty dedicated school buses, while those with a length greater than 6 meters and less than or equal to 12 meters are defined as medium and large dedicated school buses. Both can be used as preschooler-dedicated school buses, primary school student-dedicated school buses, and middle and primary school student-dedicated school buses. Moreover, the specific power (i.e., the ratio of the maximum net power of the engine to the maximum allowable total mass of the motor vehicle) for dedicated school buses (excluding new energy dedicated school buses) has been reduced from the originally required minimum of 10.0kW/t to a minimum of 9.0kW/t; there are no longer specific regulations on the thickness of bumpers and the height of the bottom plate, but requirements for the rollover test of buses have been added, increasing the side tilt stability angle from 32 degrees to 35 degrees. The general principle is to enhance the safety of existing school buses while reasonably controlling costs to facilitate the popularization of school buses.
The implementation of the new national standard for school buses indeed takes a big step forward in school bus safety. However, the issue of school bus safety is not just related to car manufacturers or the vehicles themselves. A frequently cited example of school bus safety is the incident that occurred in November 2006 in the capital of Indiana, USA, where a Hummer, known for its ruggedness, collided with an unoccupied school bus parked by the roadside. As a result, half of the Hummer's body was crushed, while the school bus remained undamaged. Furthermore, in the US, when a yellow school bus opens its doors, a red sign automatically extends, marked with "STOP," to alert passing vehicles and pedestrians that everything must give way to the school bus. This example has often been used to illustrate how sturdy American school buses are, but the latter part about the "red sign" and the "school bus priority" principle is even more thought-provoking.
The complexity of the driving environment is the main reason for frequent traffic accidents in China at present. The issue of school bus safety has once again magnified this problem. Just considering the recent traffic accidents is heartbreaking. In one case, a migrant worker driving back home in Shenzhen caused a crash resulting in 3 deaths and 2 injuries in Kaixian, Chongqing. The police indicated that the accident was due to the speeding of the offending large passenger bus. In another case involving a collision between a Guangzhou-based Honda Accord and a Rolls-Royce worth 12 million yuan, the latter demanded exorbitant compensation. Besides making drivers gasp and resolve to stay far away from luxury cars in the future, there seem to be many underlying issues worthy of reflection.
According to incomplete statistics, the two main reasons leading to domestic traffic accidents are: first, overloading; second, failure to abide by traffic rules (including pedestrians and other vehicles on rural roads, as well as the school bus drivers themselves). Therefore, addressing the major issue of school bus safety, which concerns the future of our nation's children, cannot be resolved solely by ensuring the safety of the vehicles themselves. In 2012, China will fully enter the automotive society. With the increase in vehicles, the complex and ever-changing driving environment poses a challenge to daily life order. The most effective method to avoid traffic risks is to start with self-discipline, strictly requiring oneself to be a "traffic safety and civility person" under the continuously improving laws and regulations, which is the fundamental solution.
