Employment is fundamental to people's livelihood, and social security is the basis of people's livelihood. During the "Eleventh Five-Year Plan" period, Yantai worked hard to solve the employment, social security, and rights protection issues that the people were most concerned about, directly affected, and realistically faced, and continuously improved the pension benefits of retired enterprise employees for five years, increasing the average monthly pension from less than 1000 yuan to the current 1507 yuan.
In response to the impact of the international financial crisis on employment, since 2009, Yantai has actively implemented policies to support enterprises and stabilize job positions. Enterprises and employees in the city have paid 1.07 billion yuan less in social insurance premiums. A total of 1.9 billion yuan in social security and job subsidies have been distributed to 936 struggling enterprises, reducing layoffs by more than 40,000 people, maintaining the basic stability of the employment situation. In addition, a sound assistance mechanism was established to promote re-employment among key groups. Since 2007, the employment rate of college graduates in Yantai has remained above 80%, with a cumulative total of 96,000 people employed; assisting 142,000 laid-off unemployed workers and other disadvantaged groups to achieve re-employment; providing free training for 89,000 migrant workers and transferring 126,000 surplus rural laborers within the city.
In terms of social security, Yantai has made efforts to include urban and rural residents in social security. Further expanding the coverage of various social insurances, by the end of November this year, 1.269 million people in government agencies and enterprises in the city participated in old-age insurance, 2.38 million people participated in urban medical insurance, 863,000 people participated in unemployment insurance, 1.172 million people participated in work-related injury insurance, and 800,000 people participated in maternity insurance. 2.4 million people participated in rural social old-age insurance. At the same time, Yantai has continuously adjusted and improved the pension benefits of retired enterprise employees for five years, increasing the average monthly pension from 734 yuan to 1507 yuan. This year, for the first time, a heating subsidy of 1100 yuan was issued to retired enterprise employees; the standard for personal account pensions for elderly farmers was increased by 30%, with an average annual pension reaching 800 yuan. The unemployment benefit standard was raised to 510 yuan or 450 yuan per month; the annual maximum payment limit for urban employee basic medical insurance was increased from 1.5 million yuan to 1.85 million yuan, and for urban residents from 800,000 yuan to 1.3 million yuan, further reducing the medical burden on insured individuals. Since the beginning of this year, the city has timely and fully paid out 8.5 billion yuan in various benefits to more than 800,000 social security recipients.
In terms of standardized management and law enforcement rights protection, Yantai strengthened employment management and built a legalized labor relationship. A labor employment registration and filing system was established and improved, and a special action plan for small enterprise labor contracts was organized. Currently, the contract signing rate for all types of enterprises in the city has reached 98.1%.
