I. Basic Situation
The State Administration of Radio, Film and Television (SARFT) is a first-tier budget unit under the central government's finance department. Its departmental budget consists of budgets from SARFT headquarters and 24 secondary budget units.
Audit results show that SARFT’s budget revenues and expenditures in 2007 generally comply with national regulations on budgeting and financial laws, and its accounting treatment generally complies with the provisions of the Accounting Law, relevant accounting standards, and accounting systems. SARFT can conscientiously organize the preparation and reporting of its departmental budget, further strengthen budget and financial management, establish and improve relevant systems, and earnestly rectify problems discovered during previous annual audits. However, the audit also uncovered some issues that need to be corrected and improved.
