Shanghai: "Zero Down Payment" Policy Encourages Self-employment and Business Start-ups; College Students Eager to Be Bosses

In order to lower the threshold of starting a business, Shanghai's industrial and commercial department has recently launched a new policy of "zero down payment" for college students who want to start their own businesses. The policy stipulates that college students who have graduated within two years will see the initial paid-in registered capital reduced from 30,000 yuan to "zero". They can pay the capital in installments within two years after they start their businesses. Moreover, college students who are engaged in individual operations can be exempted from administrative charges such as registration, management, and license fees within three years from the date of registration.
