The Leading Party Group of the District People's Court has reorganized its plan for the activity of maintaining the advanced nature of communists, according to the unified arrangement of the District Party Committee. In order to solve the problems in our house leadership and achieve the intended purpose of the activity of maintaining the advanced nature of communists, according to the deployment requirements of the District Party Committee, combined with the special rectification activities deployed by the Provincial Party Committee and the Provincial Government on "standardizing law enforcement behavior and promoting fair law enforcement," we have developed the following options for the next step of rectification and reform work:
One, regarding the problems of the leadership team's own construction mainly include:
1. Ideals and beliefs are not firm enough, political acumen and discrimination are not strong. Study of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory is insufficient and not comprehensive; analysis and judgment of some issues are one-sided. Research on how to creatively apply the party’s line, principles, policies, and the decisions, deployments, and requirements of the central, provincial, city, and district Party committees to trial work, as well as how to use trial means to maintain and serve the overall situation of the party and state work, is insufficient. Work tends to handle things on a case-by-case basis and is not good at generalizing from experimental experience.
2. Deficiencies in implementing the principle of democratic centralism. Lack of serious criticism and self-criticism; communication among members of the leading group is insufficient; lack of thinking in terms of a holistic approach, focusing only on the departments and work they are in charge of, without considering the global picture.
3. Weak service concept. In specific work, serving the people wholeheartedly is inadequately reflected, and awareness of serving the people, being close to the people, and benefiting the people is not strong. Decisions and services do not adhere well to starting from actual conditions, caring about and being concerned with the masses, and following the mass line; solving the masses' urgent and difficult problems is poorly done.
4. The work style is not solid. General calls, deployments, and checking the implementation of careful principles require less; measures are much less specific; investigation and research at the grassroots level are insufficient, causing weak guidance and effectiveness of targeted work; job handling is not comprehensive or meticulous, with bureaucratic and formalistic issues present; team members facing administrative intervention lack adherence to principles, working according to the law, and daring spirit; dealing with police violations is ineffective due to fear of offending anyone; internal management is lax, and the mechanism for binding is not perfect, which leads to problems such as a lack of cohesion and discipline within the team.
The rectification tasks and requirements aim to significantly improve the real thoughts of the leadership and members, make obvious progress politically, significantly improve the work style, and obviously enhance discipline. This will make the leading group more combat-effective, cohesive, and appealing, becoming a truly strong core of leadership.
Corrective measures and responsible departments, responsible persons, and rectification time:
1. Strengthen study and raise academic levels. Seriously fulfill the theoretical study system of the Party Central Group, ensuring that leading bodies’ members annually go through at least two theoretical works, making study notes, and having learning plans identified by the team members, which will be published in newspapers by the end of June. Adhere to the leading cadres learning assessment system, organizing an annual theory examination, where the results will be considered one of the key elements in reviewing and inspecting cadres. Initiate investigations and studies, requiring group members to write at least 2 articles annually that provide significant guidance in investigation reports.
