He stated that after five years, urban households would be able to achieve 20M per household, while rural households would reach 4M per household.
When discussing the construction of infrastructure such as broadband, Miao Wei frankly admitted, "For a relatively long period of time, we did not pay as much attention to the construction of broadband infrastructure as we did to railways, roads, and airport construction. However, in Premier Wen Jiabao's 'Government Work Report' this year, it mentioned strengthening the construction of network infrastructure and promoting the development of the convergence of the three networks. This shows that the government has already paid attention to this issue."
He also believed that there are difficulties in broadband infrastructure construction. "In terms of specific advancement, our international entry-exit points and domestic backbone transmission network bandwidths are sufficient. The biggest problem now is with the metropolitan area network and the last mile issue. In the metropolitan area network, the telecommunications department also has issues of repeated construction. We need to promote 'optical fiber replacement', which means promoting optical fiber cables and developing broadband city infrastructure construction."
Regarding the last mile aspect, Miao Wei believed that the original Ministry of Information Industry and the Ministry of Construction had issued regulations stating that new buildings and newly constructed facilities should have broadband networks built into them, just like gas, electricity, and water supply systems, but the implementation varies across different regions.
In terms of the toll station for the last mile, he thought, "The construction of the toll station should be the responsibility of the municipal government or a department established by the government, then the government determines the charges. Then give users the choice of different access providers, ensuring an equal selection."
