It has been verified that Yanmei Li, the team leader of the civil construction and common hydraulic engineering of Jinkē Corridor Water Village (Phase I Area A 1-4# Building) misappropriated the rural migrant workers' salary, took out 250,000 RMB Yuan from the bank cards of more than 70 rural migrant workers, and used the money to pay for material costs and litigation fees. The amount of money actually paid to the rural migrant workers was merely over 70,000 RMB Yuan, which caused the delay in payment. After the Human Resources and Social Security Bureau and the Construction Bureau of the county found the contractor and Yanmei Li many times to coordinate and solve the problem, there was still no result. On January 11, 2012, the Human Resources and Social Security Bureau of the county issued an order of rectification to Yanmei Li, requiring her to pay the rural migrant workers 250,000 RMB Yuan before January 15. However, Yanmei Li still did not make the payment after the deadline. In accordance with the provisions of the Amendment VIII to the Criminal Law, the Human Resources and Social Security Bureau of Xinzhen County promptly transferred this case to the public security organs, and the public security organs criminally detained Yanmei Li on January 16. On January 20, the People's Procuratorate of Xinzhen County formally issued an arrest warrant and arrested her.
