On November 9, the National Police Agency announced the results of a survey on crimes related to "community websites" that lead to child victimization. According to the agency, in one case, the perpetrator suddenly pulled out a knife and demanded money.

In recent years, child victimization caused by "dating sites" has been decreasing, while incidents involving "community sites" have shown an increasing trend. However, during the first half of the year (Heisei 23), for the first time since data collection began in Heisei 20, there was a decline.

The investigation targeted 726 cases (involving 557 suspects and 546 child victims) of child victimization due to community websites during the first half of Heisei 23. The study examined the motives and methods of the suspects as well as the online activity, parental guidance, and school education status of the victimized children.

Among the reasons given by children for using the sites were "it's free" (40.5%), followed by "friends recommended it" (24.8%), "it allows compensated dating" (11.0%), "it offers games" (10.2%), and "it has many users" (6.3%).

Regarding the duration of site use, "1 month to 6 months" was most common (41.1%), followed by "6 months to 1 year" (21.3%) and "1 to 2 years" (16.8%).

Parental guidance revealed that 58.6% of the victims had not been warned about their site usage or were left unsupervised. School guidance showed that while many reported receiving some form of instruction ("I was taught," 39.8%; "I was taught but thought I was fine," 19.9%; "I was taught but didn't understand," 8.7%), nearly 30% either hadn't been educated ("Not taught," 9.1%) or didn't know because they didn't attend school ("Don't attend school so don't know," 22.5%).

Reasons for meeting the suspects varied widely: "To get money or goods" (20.7%), "For fun" (19.0%), "Because they were kind and listened" (14.8%), "Friend/boyfriend recruitment" (8.1%), and "Repeated invitations to meet."

Access to these sites was primarily through mobile phones (87.5%). Regarding registration details, mothers accounted for 36.2%, fathers for 29.0%, and the children themselves for 21.4%.

However, despite the decrease, the number of child victims due to community sites remains approximately four times higher than those from dating sites annually between November and March during regional "Flower Festivals."

The survey aims to clarify these issues to aid in future prevention strategies. Filtering subscription statuses among victims show that 93.9% had no filtering. When purchasing mobile phones, 85.6% of cases involved both parents and children visiting stores together. Additionally, regarding EMA certified sites, 58.8% were certified while 41.2% were not.
