Southern Daily News (Reported by Guo Wenjun, communicated by Cao Feng, Lian Feixiu, Li Aixin) - Pipefitters assisted project contractors in fabricating false payroll records, organizing workers to petition for higher wages, defrauding the company of approximately 70,000 RMB. Recently, the People's Procuratorate of the Second District of Dongguan City, Guangdong Province, legally approved the arrest of the suspect Xiao Wu on suspicion of fraud.
Xiao Wu (a pseudonym), in Ahong's (a pseudonym) contracted exterior decoration project at Phase II, Section 4, Buildings 25 and 26 of the Lisha Island Resettlement Area in Mintian Village, Shatian Town, Dongguan City, Guangdong Province, was responsible for managing workers, scheduling work hours, and recording worker productivity.
On May 18, 2011, Xiao Wu, according to each worker’s attendance days, completed cubic meters, and advanced salary amounts, tallied the workers' wages and handed over all data to Ahong. A few days later, Ahong gave his own calculated payroll to Xiao Wu. Xiao Wu found that Ahong's calculated wage figures were unreasonable. Ahong told Xiao Wu: "Give these payrolls to the workers and have them demand their salaries from the company as per the written amounts on the payroll. Once they receive the money, I will arrange for someone to collect it all back and then distribute the actual wages." Subsequently, Ahong went into hiding.
On May 23, 2011, more than 30 workers holding exaggerated wage settlement slips demanded payment from the company. After unsuccessful negotiations with the company, between May 24 and June 1 of last year, Xiao Wu organized the allegedly unpaid workers multiple times, following Ahong's instructions, to petition at the Shatian Town Letters and Calls Office, the Dongguan Municipal Letters and Calls Bureau, and the Dongguan Municipal Government, demanding inflated wages. During the petitioning period, Ahong and Xiao Wu arranged transportation, accommodation, and meals for the workers. Meanwhile, a woman reported herself as having killed her elderly mother.
After multiple mediations by the Shatian Town government, the company and the allegedly unpaid workers verified the actual workload and due wages on June 3. According to statistics, the total amount of wages actually due was about 210,000 RMB, whereas the falsely reported wages by Ahong totaled around 280,000 RMB, differing by more than 70,000 RMB. The company immediately filed a report.
Xiao Wu was criminally detained by the Dongguan Public Security Bureau on June 12, 2011.
