After accepting the case, Chen Mouguo interrogated and identified the fact that Zheng Moumou was raped. In September 2008, after Chen Mouguo was transferred to the Dutail Traffic Police Team, he also failed to formally transfer the case file to the Jiaowei Police Station, causing the Jiaowei Police Station to no longer assign other police officers to handle the case.
Reporters Cai Xuewei, Gong Fan, Wu Jianwu, and Chen Jinpo learned that on May 18, 2006, nun Chen Mouyang from Tianfeng Temple in Xinhe Village, Jiaowei Town, Xianyou County, reported to the Jiaowei Police Station that her adopted granddaughter Zheng Moumou (under 14 years old) was raped by Zheng Mouzhi, a villager from Xinhem Village.
Our reporter learned yesterday that the Intermediate People's Court of Putian City sentenced former police officer Chen Mouguo of the Xianyou Jiaowei Police Station to eight months in prison for dereliction of duty.
From November 2008 to April 2009, while evading legal punishment, Zheng Mouzhi repeatedly sexually assaulted another victim Dai Moumou (under 14 years old) in Gaiwei Town, Xianyou County, until he was captured by the public on July 1 last year.
