Morning Post - "Isn't this recruitment a bit strange? Why don't they even disclose the recruiting entity? Could there be something fishy going on?" In recent days, many job seekers in Ma'anshan City have reported to the reporter that they saw a recruitment announcement on the Ma'anshan Talent Network. It said that due to work needs, a certain government agency was looking to hire one secretary from the public. Strangely, this recruitment information did not leave any contact information or disclose the name of the specific recruiting entity. This piece of recruitment information was subsequently questioned by many netizens as being a "custom-made recruitment." In response, the staff at Window 4 of the One-Stop Service Desk at the Ma'anshan Talent Market explained that this was a requirement made by the recruiting entity, aiming to prevent others from "pulling strings."

Could it be a "custom-made recruitment?"

After the Spring Festival, Xiao Wu from Ma'anshan had been busy looking for a job. A few days ago, she saw a recruitment announcement at the local talent market, which stated that due to work needs, a certain government agency was looking to hire one secretary from the public. "Which specific government agency is recruiting?" Xiao Wu said that the announcement did not disclose the specific name of the recruiting entity or leave any contact information, which left her very confused. Curious, Xiao Wu posted the content of this mysterious announcement on a well-known local forum, and many netizens, like Xiao Wu, questioned whether "this might be another 'custom-made recruitment.'"

On February 27, the reporter saw this mysterious "A Certain Government Agency Recruitment Announcement for Secretarial Personnel" on the Ma'anshan Talent Network.

The reporter found that the application deadline was from February 21 until 5 PM on February 27. After applying, candidates would undergo two rounds of tests: a written exam and an interview. The application location was at Window 4 of the One-Stop Service Desk at the city's talent market.

This announcement was released on February 21 and by noon on the 27th, it had already been clicked more than 4,000 times.

Hiding the entity is to prevent favoritism

"What kind of government agency is actually recruiting?" With the questions of many job seekers, the reporter then contacted Window 4 of the One-Stop Service Desk at the Ma'anshan Talent Market, responsible for this recruitment application.

The staff at Window 4 clearly stated that the government agency was a legitimate entity, and the talent market was only acting on behalf of the recruiting entity to issue this recruitment announcement.

When will we know which specific entity is recruiting? The staff member indicated that they would have to wait for the final recruitment results, "This is all according to the requirements of the employing entity, to avoid candidates seeking favors or connections with the recruiting entity."

According to the staff member, the identity of the person hired this time would be on a contract basis. Currently, about forty to fifty people have applied, and many are curious about which specific entity is recruiting.

Such entities should report their recruitment

Without knowing the name of the recruiting entity, can it reflect that the entity is conducting a fair and transparent recruitment process? On the afternoon of February 27, the reporter consulted the Ma'anshan Human Resources and Social Security Bureau regarding this matter.

A staff member from the bureau's Division of Staff Management stated that if it were a recruitment by a public institution or government agency, it would have to be organized uniformly by their department, "But currently, we do not know about any recruitment by a government agency."

Lawyers say the hidden recruitment is inappropriate

Is hiding the name of the recruiting entity appropriate? Regarding this, the staff member did not give a direct response. According to the regulations, the "Ma'anshan Public Institution Recruitment Implementation Measures (Interim)" clearly stipulated in Article 12 that recruitment information should include the following contents: the recruiting entity, position, etc.

"This method of recruitment is inappropriate," lawyer Wang Xiufen from Anhui Huizhu Law Firm believed that government agency recruitment should increase transparency towards society and cannot hide the name of the recruiting entity because of concerns about candidates seeking favors or "pulling strings," making it mysterious.

Why does participating in recruitment require so much money?

The Panji District Government of Huainan City charges 200 yuan for recruitment, and candidates believe the fee is unreasonable. The price control department states that there is no clear regulation for this charge and will conduct an investigation after the exam.

China Morning Post - "Huainan City's Panji District publicly recruits non-compiled personnel, charging 200 yuan for registration fees." On February 27, local resident Zhao Wenjing (a pseudonym) reported that Document No. 118 of 2009 of the Price Control Department has provisions for such examination fees, and Panji District's recruitment fee is indeed too high.

Candidates question the excessive recruitment fee

On February 20, Huainan resident Zhao Wenjing saw the information that the district would soon recruit 22 non-compiled personnel. She intended to apply but had doubts about the rule requiring a 200-yuan registration fee, believing it to be "unreasonably high." This recruitment included government agencies and public institutions. "I want to apply for a position in a public institution. According to relevant regulations, hiring personnel in public institutions only requires paying around 40 yuan per subject for the written exam."

According to Document No. 118 of 2009 of the Price Control Department, the examination fee standard for hiring personnel in public institutions is: 45 yuan per subject for the written exam, specifically referring to administrative ability testing and general knowledge. Organized exams shall not charge professional (testing) fees or other fees to examinees.

The recruitment announcement Zhao Wenjing mentioned was published on February 9 on the Panji District Government website. According to the announcement, the recruitment includes various government agencies such as the district's Transportation Bureau, Agriculture and Forestry Bureau, multiple townships, and also hospitals and other public institutions, recruiting a total of 22 types of non-compiled personnel.

Price control department has not approved

There are quite a number of people who share Zhao Wenjing's doubts, and some citizens have also reported the problem of excessively high recruitment registration fees to the local government website, hoping relevant departments will provide the fee basis. The District Human Resources and Social Security Bureau replied that the collected fees would fully cover the costs incurred during the examination organization process, with any shortfall borne by the District Human Resources and Social Security Bureau, and it has already been filed with the price control department.

On February 27, the reporter contacted the Human Resources and Social Security Bureau of Panji District, where a staff member stated that since the examination process this time is relatively complex, including various expenses such as publishing announcements, and the finance department has not allocated related funds, after budgeting, the standard of 200 yuan for the registration fee was set.

A responsible person from the Price Control Bureau of Panji District introduced that since the country currently has no explicit fee standards for this type of examination, the bureau merely filed the application without approval.

This responsible person also stated that due to the lack of specific policy boundaries, the bureau generally agreed to charge according to no higher than the civil service examination fee standard (note: 40 yuan per subject for the written exam, 70 yuan for the interview). According to the introduction, since it is still unknown how many subjects will be tested, it remains unclear whether the 200-yuan registration fee exceeds the standard. "We plan to check after their exam, and if it exceeds the civil service examination standard, we will make them refund." Reporter of China Morning Post
