It is reported that this is the first case involving a gang related to the monopoly of swill oil purchase and sales in Changshou District, Chongqing. During the police investigation phase, the Changshou District Procuratorate legally dispatched public prosecution officers to participate in advance. After carefully listening to the case introduction and reviewing relevant evidence materials, the public prosecutor believed that Dan Jia Zhe, Lü Zuwen, Zhu Yongliang, and others acquired swill oil for profit and then sold it to feed production enterprises. Although they had legitimate production and operation permits, during the acquisition and sales process, they gathered numerous henchmen to engage in forced buying and selling,涉嫌构成强迫交易罪, rather than the previously suspected crime of producing and selling food that does not meet health standards by the investigating authorities.
Since March this year, without obtaining any licenses, He Mou and three others produced approximately 650 tons of feed mixed oil worth more than 4.2 million yuan using swill oil purchased from Shunde, Zhaoqing, Gaoyao, Yunfu, and other places in an old chicken coop in Xinxing County.
On July 28, the Changshou District Public Security Bureau transferred the case of Dan Jia Zhe, Lü Zuwen, and Zhu Yongliang suspected of forced transactions for review and prosecution. On August 3, the Changshou District People's Procuratorate prosecuted Dan Jia Zhe and the other three.
Xinxing County Procuratorate fully utilized the working mechanism connecting arrest and prosecution to ensure the smooth investigation of the case.
