According to the understanding of the Electric Vehicle Era website, Hertz has clearly indicated that its branches in Beijing, Shanghai and Shenzhen will respectively purchase two E6 vehicles. Subsequently, according to market demand, Hertz will gradually expand the procurement scale of electric vehicles. Although only six vehicles were purchased, it still sparked people's imagination: can the entry of electric vehicles into the car rental industry change the previous situation of "all talk and no action" for new energy vehicles? And can the leasing model open up the private purchasing market for electric vehicles? At the handover ceremony, Wang Chuanfu, chairman of BYD's board of directors, introduced the E6, the company's flagship electric vehicle product: it uses a self-developed iron battery and a 75kw engine, with a range of up to 240 kilometers per charge, and fast charging takes only 40 minutes. However, such products are not enough to stimulate ordinary consumers' desire to buy cars. Due to many issues directly affecting the commercialization and domestication of electric vehicles, such as battery life, charging interface standards, and charging station coverage, have not been effectively resolved, making electric vehicles sellable only through government unified procurement. In fact, there are few cities that procure electric vehicles. Taking advantage of the Universiade, Shenzhen put 2,011 new energy vehicles into service for event services and post-event regular public transportation services, thus becoming the city with the highest usage of new energy vehicles in the world. However, most of them are hybrid vehicles, and electric vehicles account for less than 30%. In the first half of the year, Beijing put 50 BAIC Foton Midi pure electric taxis into operation, and Hangzhou put 30 electric taxis into operation. According to information obtained from BYD, the total planned sales volume of all types of electric vehicles by BYD in 2011 is only 700 units. Among them, Shenzhen, where BYD is located, procured 500 units, Changsha procured 100 units, Xi'an and Shaoguan also have procurement plans ranging from a few to dozens of units, and almost all the signatories are local governments. However, relying solely on government power, this industry will be hard-pressed to get rid of the embarrassment of "all talk and no action" in the short term. The problem of few private buyers is not just an issue faced by BYD, but a common problem for the entire new energy vehicle industry. No one in the industry doubts the future market position of new energy vehicles, which is evident from the fact that all major car giants such as BMW, Mercedes-Benz, and Toyota have invested heavily in R&D. But at this stage, due to many technical bottlenecks yet to be broken, for individual manufacturers, this is still a high-risk industry filled with hope and disappointment. Six vehicles is just the beginning with an unknown result. This shows that although Hertz has confidence in the pure electric vehicle industry, it is also very cautious. However, this move has broken the pattern of the Chinese government being the sole promoter of electric vehicle development, meaning that market forces have started to step out of the sidelines and actively promote the development of new energy vehicles. Regardless of success or failure, this will be a positive signal for enriching the driving force of the new energy vehicle industry, Hertz China.
